Canada Citizenship Act Amended: Bill C-3 Now in Effect

On December 15, 2025, Bill C-3, amending the Citizenship Act, came into effect. This update changes how Canadian citizenship can be passed to children born or adopted outside Canada. The amendment is important for immigration applicants and families affected by previous rules limiting citizenship transmission beyond the first generation.

What Has Changed

Before Bill C-3, Canadian citizenship could only be passed to the first generation born or adopted abroad. A child born or adopted outside Canada could claim citizenship through a parent who was either born or naturalized in Canada before the child’s birth or adoption. Bill C-3 removes some of these restrictions, allowing for a broader group of children born or adopted outside Canada to access Canadian citizenship. This change helps to extend citizenship rights beyond just the first generation abroad.

Who Is Affected

This update impacts immigration applicants, families, and Canadian citizens with children born or adopted outside of Canada. It is especially relevant for parents who were themselves Canadian citizens but born abroad, as their children may now be eligible for citizenship without the previous generational limit. Employers and international students generally are not impacted by this change.
